I thought it was dual phase, use line & neutral for 110v, line 1 & line 2 for 220v (lines 1 & 2 are 180 deg. out of phase)

perhaps a bad choice of words, yes I think you are correct but their three phase system is 208\120v but domestic is split phase, very complicated?

That is complicated, a three phase system has a phase difference of 120 and a split phase 180 degrees, so do they have converters (motor-alternators?) to convert national 3 phase to local split phase?

Split phase is done using a specific transformer. The input is from 2 of the 3 phases and the phase shift is achieved simply by offsetting the transformer windings. So you have a center tapped earth/neutral and your normal phase voltage on each end. So you have 230v from phase to earth and 460v phase to phase but is still single phase. Very common here for rural farms as we only need to take 2 11kv or 20kv lines instead of 3.

If we went to 110volts we could save more than 50% off our electric, Whose idea was it to knock out voltage at 240v when the US is happily running at 110

I would imagine that industrial three phase and domestic single phase are separate distribution systems. Perhaps one of our American members with more practical knowledge could explain?

Nope same system! Hv and lv. The company I work for is American owned so we need to understand the their distribution system too.
