In these test kits what do the fitting sizes refer to? Is it something unique to MOD stuff or their slang for BSP/JIC?

it will be the reference number in the instruction sheet for the test pump etc bit for the adaptor needed.
be aware though due to high level of american kit on naval stuff they might be ANS (army naval standard)

JIC is compatible with AN... http://www.speedflow.co.uk/tech/tech_pdfs/JIC_AN_explained.pdf, BSP is different and the septics also use http://en.wikipedia.org/wiki/National_pipe_thread.
