I’d go for a resin fixed sud with the nut welded or hammered over. Any expanding fixing would crack the brick.

I'd do that and use shear off nut tops that leave a cone of metal on the thread

…...but it's likely some turd with a battery drill or brace and auger bit will simply drill the wood out around the lock or across several widths of board and pull them out to get in . So plate the outside too secure with glue and coach bolts incase someone uses a battery drill & hole cutter over the bolt heads .
