he then goes on to hold the steel box in water he should be dead
Bear in mind there are no PME regs out there! The bowl of water is sat on dry concrete so it's insulated and therefore at mains potential when the welder is immersed!! The guy is wearing insulating shoes and, in any case, there's not much that's earthed in the vicinity, so he gets away with it! for how long, though!!
It's all true. This thing appeared a couple of years ago, shown on all the welding forums and even for sale on Ebay for a day or two, until a zillion emails to ebay on CE regs (and every other reg), got it pulled.
You adjust the current by varying the number of earth spikes you use - no kidding!
The thing isn't a transformer - you'd need a neutral wire for that; it's just a reactor/ inductor, to enable the arc to continue. Open circuit voltage - mains voltage! Scary stuff for us, but in the context of third world mains wiring, it's no big deal.
