Gates make a harmonic belt tension tool.
Quite a few manafactures also have add-ons for the brand specific diagnostic kits for checking the tension that way.
Quite a few workshop manuals say it's the only way to set the tension if the belt is being re-used.

We used to use a vibration meter for setting toothed belt tension for drive belts on paper handing machines for magazine/newspaper printing presses. They would spin up 3 tonne paper reels so the tension was critical. They had a flexi “wand” with a transducer on the end - you held it a few mm away from the belt and then “tapped” the belt, it gave you a frequency reading on the meter - tighter the belt the higher the frequency.

we use on at work but you have to make sure you measure the correct point on the belt and the belt has been in rotation to give an accurate result.
personally i am not convinced but having said that ive not seen one fail from using it yet.

Yes, I've seen it. Not surprising as I worked at a Ducati dealer for some years.
The belt renewal used to be two years but was increased when the Kevlar belts came in. I have seen belts taken off a three year old bike that had never been started and the belt had taken a set. Having seen the result of a belt breakage that needed new heads, pistons, rods etc it is false economy to ignore service schedules. Don't forget Ducati are desmodromic and don't use valve springs, clearances have to be set on opening and closing rockers. Problems came when third or fourth owner wanted to run one on Honda C90 money.
