Sticking rubber tyre to cast iron wheel

This solid rubber tyre has become slack on the cast iron wheel. Suggestions for a suitable adhesive - perhaps with some gap filling properties as continuous contact such as needed for a contact adhesive cannot be guaranteed. Once stuck I will put a few pop rivets around the inside circumference.
Suggestions please.

everbuild stixall ,type it in to you tube,this stuffs brilliant ,an addhesive or use it like silicone ,sticks to wet surfaces etc . i once patched a caravan tyre that had a slash in the side wall .( before anyone says anything it was just to get it shifted the tyre is still inflated 2years on.)clean both surfaces with petrol or the likes to make sure it takes a good hold, have never had anything falloff ,lose hold or fail to seal with it yet. actually attached a patch to rusty mower deck still there. plus i patched my wellys and reattached the sole on a trainer with it. fixed a shattered waste bend under the sink and glued an outside tap to a cedar clad wall with it.

sounds like tec 7 it sticks to wet polythene

for Everbuild Stixall. It appears to be a cross between polyurethane and silicone...but best to test adhesion first.
