From what I've always been told, enamels cure rather than dry. They're a simple time versus thickness of applied layer affair. Heat may help it somewhat, but not in the same way as other types of paint.
What is a panel lamp?? I am trying to find the manufacturer/supplier of what I believe would be called infrared ceramic dryers.I use shortwave I/reds all the time for 2k clears and primers .... will cure primer in 30mins panel temp 50deg clears can be cured in 15 mins then shock cooled ..ready to polish!
shortwave will heat the metal from the inside out this drying the layers all the way though from behind
longwave will heat the panel from the outside/in of the panel ....problems being boiling the top coat /solvent pop as you dry outer layer first ...and a few more
