I wonder if one of the free photo apps would work...you could help it by applying masking tape lines to the hull perhaps?

If it doesn't need to be the last word in accuracy then move things to get a clear shot and scan the whole thing with Polycam on your phone.

What about placing posts in perfect rectangle around the boat and then using a cheap (my Aldi item is accurate) laser measure from each post map out the measurements to create a reverse image of the dimensions which would them allow the actual to be calculated
