Sanding pads and discs??

Bought these on eB*y, but they are a poor fit on the grinder spindle, as the hole on the blue sanding disc is larger than the spindle diameter. Is this normal and about as good as it gets, or is this the wrong tool for the grinder?

if u have a load just fit the disk on loose - spin it by hand and then true it up till its right tighten and off u go its not going anywhere

The screw in boss should locate those discs not the threaded spindle. The flexible backing pad looks like it's seen better days.
