What age are the doors/glass? What size are the panes? Acceptable to whom?
I think the current legal requirement came in with Part N of the Building Regs. (now absorbed into Part K) but Building Regs. are not retrospectively applied, so that is where the age matters.
I did read about some slight exemption for Georgian-style paned doors with dimension less than 250mm but cannot find a proper reference to it, so that is where size might matter.
If the situation is not subject to building regs., or the requirements of a rental property, then you can do your own risk assessment (likelihood/severity) and mitigate the risks until the level is acceptable. As MikeOS says, the film on both sides is probably the best thing short of replacement.
