rust stains on s/steel

can anyone suggest a remedy for removing mild steel rust stains on s/steel,it seems any wipe with an abrasive material just drags the rust over the surface , also clogging the grit material with particles of rust,would a file be a better method? Thanks.

ok thanks for help,i have some already,-is it best to sand off the 'lumps' & then apply the paste as usual?

Lumps? Best post a pic or two. Yesterday i was thinking staining caused by by tiny particles of iron imbedded in the surface from say using abrasives that'd previously been used on carbon steel etc.

Depending what sort of section it is, i would run over it with an abrasive belt to get rid of the contamination, then a second run over with a fresh belt. Swop it for a surface conditioning belt to match the grain. Thats how we sort handrails out that people have damaged.
