They've been in the development phase for quite a long time, but proved hard to do. Recalling how effective the (ancient) Exorcet missiles were in the Falklands, Hypersonics are scary. The Russians have suggested they will have an "inter-continental" system with a hypersonic on the top of it soon. That would make conventional ICBM's like Trident obsolete
