Lexi is right, the root run obviously gives you more thickness and therefore less chance of blowing through, its almost impossible to give you settings because within reason amps are only relevent to travel speed. Its also dependant on welding position(Uphand, Downhand, Overhead, Flat etc), Joint configuration (T-Fillets, Butt welds, Outside Corners etc) all require different amps for the same thickness of material.
Just a case of practising and you'll soon get a feel for how high or low the settings should be.
