Depends what sort of bottle and who the owner is.
Cylinders belong to the suppliers, not the end users and can only be refilled by the suppliers. If it's a pub type co2 cylinder then you could try a friendly pub landlord.
try to get a bottle which has less than 5 years from it's last pressure check... It gets expensive when you have to foot the bill for a test and a new valve
