Even at 3 sleepers high it would cost about 1400 quid max for materials, what type ground you got, where I am it’s limestone so post hole borer would be no good, I always put the same in the ground as sticking out but I go over the top at times, only do it once attitude
Just a word of caution for anyone securing sleepers with rods banged deep into ground. Rebar is better at finding hidden water pipes than any divining rod, although "Experimental water features" can look really nice cascading down sloping ground ...

Staggered joints are fine on a straight run but look s odd if you need to curve it at all ...what about steel plates screwed from behind to join the timbers /sleepers ...are you planning real railway sleepers ?..real sleepers are very tarry and creosote impregnated and the tar comes off and stains clothes....
@Parm Make sure the sleepers are good quality there can be a variation in grade the red wood sleepers are very hard and will last for years I have used them for cross members clad with ply for a large storage bunker and in my youger days spent a while working for a quy in Lancashire know as the sleeper king who delt in them
Not ideal for sitting on either, not that they seats in this senario but it's exactly the sort of place you sit without thinking when someone rings you while in the garden.driveway.
A lot of the red wood ones are not treated and are very very hard
