I spent ages getting a pulley off a shaft a while back.... Working in poor light, bit cold, late....
Took out the grub screw, tapped the pulley, levered the pulley, eventually got it off the shaft..... On ispection, it seems there were two grubscrews, one pinching, then a second locking.
Check for that

nope I have two legs but they doing fine pulling me along.
I'll check for that second grub screw.

Machine mart do a set of 3 pulles 3 legged they are reasonably priced, and usually available vat free

An aluminium pulley on a steel shaft would benefit from heating due to differential expansion.
When you have the puller up tight give it a sharp blow with a hammer on the end of the thread, this should jar it slightly, tighten up again and repeat.
On ispection, it seems there were two grubscrews, one pinching, then a second locking. I had that on a bearing, sneaky trick, two screws in the same hole!

pulley on my pillar drill drive motor was a t**t to remove.
bearings were starting to rumble so motor service time.
tis an old floor standing " pacera" with no key way slot on the belt gear pulley but one in the motor shaft just a grub screw locks onto it.
trouble is it had opened the keyway channel against the pulley bore locking it solid.
loads of heat , swearing and a screaming puller seen it off.

It was fairly standard practice in critical situations - 1st grub fixes the shaft, lock grub stops the first working loose. More often nowadays a loctite or similar retaining gunge is used, both on the shaft and on the grubscrew.
