Looks like an ultrasonic transducer on a lead that you drop into a tank/bowl/whatever.
I expect cheaper versions will be available?
No idea if they are any good, not found any specs but not looked very hard.
Might be handy if you don't have space for a bath, or simply because you wouldn't need a fixed size tank. You could fill a small tank with warm water easily enough. Or drop a engine block in a big tank with one. Maybe?
You might have to move it around a bit?
Any reason why you couldn't drop multiple ones in the same tank?
