As you will still have to skim the wall why not take the paper off and simply skim the wallWant to refresh a bed room , walls under the paper are very poor, plaster is still ok but years of flaking paint etc so I was thinking coving off skirting off leave wall paper on and cover the lot with fresh plaster board?

Extractor dustmask and a orbital sander. Be done in a few hours.
