I came across this lathe on ebay, would this operate in a similar way to a pillar drill that is converted to be a lathe?

No idea what you mean. It's a wood lathe. You turn wood on it. That's pretty much it.

It's just i was looking at the motor, to my eyes it just looks like the top of a pillar drill motor/belt set up. Maybe its just me.

That makes more sense. It's pretty much the same principle, yes. There'll likely be a couple of three step cone pulleys under that cover to vary speed.
