Phase converter assistance

can anyone advise the role of the relay that is missing from this phase converter, and if you have a similar phase converter can you give me the manufacturer and part code so I can get one from rs/farnell etc.

I'm also a bit confused why the switches for the three outputs go from 1-4? Is that a soft-start arrangement?
