One more thing, I live very close to Ukrainian border so naturally we go there to refill our cars because it is much cheaper. A lot of people make their living in this way and these are frequently referred as to "ants" (They go back and forth all the time)
So... petrol smugglers must have their tanks enlarged to take more fuel at one course. It is achieved either by cutting a tank in half and welding a strip of metal around (if it is a metal one) or if it is a plastic tank then they pressurize the tank with hot air
All in all, welding tanks is a common practise where I live and they make it right somehow, but at the same time I agree that it is walking on the edge... I will try to make some insight in this matter and let you now.
