even if the pump is working it wont dip unless it has some work to doNormally when you operate a car stationary with power steering (driven by a pump) you should see the revs drop/dip as the pump loads the engine, assuming the pump is working!
If you get someone to watch the steering fluid when someone starts u the car, if the fluid level drops pump is working, if not then I'd be saying pump, use a lolly stick so you can see the level has dropped
