Painting over powder coat

Hello, I need to change the colour of a couple of panels that have been blasted and then powder coated. I am using cellulose paint as the top coat.
A whizz over with a Scotchbrite pad then primer then top coat?
Would epoxy primer be overkill? The panels are for a car interior.

Just test the topcoat first to see if it reacts, if not go for it.

Should be fine.
Powder is probably polyester and it’s pretty inert.
