Painting over metal gloss

Have a poor finish on set of gates. The gloss is brighter is some places and dull in others staggered across the frame.

Could I re coat the frame in primer and then re gloss? The surface is pretty flat just looks more glossy in places than others.

just rub it up for a key and re coat in gloss

Was it cold when you painted? That's what it sounds like. Don't see why you would need primer on a already painted surface? key the surface, clean and paint.
