If you're down to the aluminium, you'll want an etching primer. I used this stuff on mine U-Pol Link and worked great.
I prepared mine by hand, but it took ages. Never again :-)

sand em back to get all other coatings (if any) and crap off them, acetone or panel wipe works well to get all the dust and remaining crap off. the primer in the link above is good. I have used it on the outer casing of an R/C helicopter for a mate and it worked well.
after that it is paint as normal, but you will want a good durable paint that will hold up to stones hitting the surface.
my mate did his fez wheels with a rattle can from Halfords and it all pretty much chipped off after a month

sandblast them acid etch high build primer flat with wet n dry basecoat silver then 2k lacquer
