I'm planning on painting some alloy wheels and need some advice...
What's the best stuff to clean them well before priming and then what primer should be used ?

sand em back to get all other coatings (if any) and crap off them, acetone or panel wipe works well to get all the dust and remaining crap off. the primer in the link above is good. I have used it on the outer casing of an R/C helicopter for a mate and it worked well.
after that it is paint as normal, but you will want a good durable paint that will hold up to stones hitting the surface.
my mate did his fez wheels with a rattle can from Halfords and it all pretty much chipped off after a month
