If he's gone through planning then the application file should be viewable to the public - I'm not sure if Scotland has the same planning system as England / Wales but if they do then they might use the planning portal to display the file online? look via your local council / local planning authorities website - if you can view it the application online send me a link to it and I'll take a quick look. I've spend 100s of hours in the last few months fighting an outrageous application near home and there can be many ways to pull them up... That said Agricultural buildings can get away with a lot more than residential buildings and with permission presumably already granted it might be hard / impossible to stop...

I had a look at the plans online when the work first started, and the drawing/scaling/description is a joke. I'm going to request a copy of the building warrant application as that isn't public, and see what that brings up. There is a chance I will find some detail overlooked as I am like you a good finder of 'ways to pull them up'. I was just so shocked as to how, if you want to make a structural steel building, everything has to be CE marked and all processes noted and quality assured etc, (presumably for public safety) yet this type of chap can buy a bag of 4" nails and climb a ladder up a wobbly pole and throw a piece of s~it shed up next to my home and that's all good too??

As it's been passed you're first and best shot will be to check if there were any pre- commencement conditions (or possibly S106 / Grampian conditions - unlikely) attached to the consent and if there were have they all been met. The problem down here at least is that there is no right to appeal for an objector so even if you can find enough ammo within the application to prove that the application was invalid or that the LPA didn't follow Their policies / national policies or strayed from procedure set out in the Town and Country planning act in determining the application unless you want to stump up the cash for a judicial review there's little that can be done. Enforcement orders maybe possible though if they have strayed significantly from their plans or failed to meet any conditions attached.

Of course the whole planning procedure maybe different in Scotland I just don't know.

Cant help with it being Scotland but there must be someone who carries the can if / when it all goes wrong? you need a solicitors letter sent registered to that person voicing your genuine concerns and noting clearly it will be them in court for damages, unless they can give you the name of the man who will take full responsibility by return for your records (and any other legal action) if / when it does.
Sometimes people have to be aware were the buck is going to stop and go to court after such a letter is on file I should think I can guess which way things will go.
Is there not any boundary act in Scotland that could be used?

Planning Portal says about Building Regulations requirement -
"Agricultural buildings and buildings principally for keeping animals are exempt if they are not used as a dwelling, are at least one and a half times their height from any building where there is sleeping accommodation"
If therefore it's close to your property per the above rule then it has to conform to Building Regulations.

Scotland has many differences in Law and also in government legislation like planning an building control (regs)

yes Scots law is the same as that, but its not that close anyway for that rule to stop it going up. Had a chat and look around the site again today, armed with roof lift calculations and rainfall data. Provided that info for free as-well. The lift I calculated was 1200kg at 90mph blowing in the front, so a dumpy bag won't be near enough to keep her down. Possibly some 150x150x50 column used as full length tie strips/anchors would suit me better. Cheers for the help, nothing that useful but you helped me get things in perspective anyway.

I will keep an eye on it Bob, seems like my telling him to think of the roof as a parachute has made him open his eyes a bit, he's reduced the height of the open front so that helps things. Going to ask him next to use some threaded rod or bolts as well as the nails....drip feed him some details and hope he takes it in. When its all done and my minds is still not at ease I will certainly get building control around as they know me already and know I'm not daft. However for now the Friendly Neighbourhood Engineer is the badge I'm going for, using forum etiquette in real life-never thought I'de be saying or doing that!!!
Oh yes and the mention of insurance and liability made his ears prick up so thanks for that chaps.

an open barn with an apex roof can be worse that a flat or tapered ,the wind blowing through can act as an aerofoil and literaly lift the roof off
