Oil seal restorer - does it work/anyone know what’s in it?

It’s my elderly dads outboard. He has no money and doesn’t want me spending anything on it. It’s very old and hasn’t worked for several years. I’m hoping I can get it going well enough for a few spins on the river while the weathers good. My mums in hospital and he needs a distraction. I’d rather not have the gearbox leak oil if possible without spending money on a knackered engine.
