The fan runs so you have AC mains power in the machine. If you turn the power selector switch to one of the low ranges, e.g. 1, 2, or 3, and then operate the contactor ( main relay ) manually with a screwdriver as above, you should be getting mains through the primary of the main welding transformer, and welding power output at the secondary.
