Hi Snooper, I just grind off the paint on the lip where the plug welds are, Thanks for the info
on the new panel its best to drill your holes for the new plug welds then just clean the imidiate area of the hole not the whole lip, it saves time preping the sill for paint later and leaves a better surface
On older panels the black was just a poor quality transit paint and if you start to rub down these old panels you'll notice the dust from the paint is brown with rust. I prefer to remove it if the panel isn't a quality modern one.
I just make sure I use etch primer before any other coatings.
I normally take it all off with thinners, it's poor quality primer to paint over
