We've got 2, had them put in last year when we had our extension built.
One does the underfloor heating in the kitchen and the other controls the radiators in the rest of the house.
I like them, it's good being able to turn heating on before you get home or off if your not there. They have a "time to heat" function which gets the heating up to temperature by a certain time which I didn't like, but you can turn that off.
I'd buy them again, I really like them.

I can't say if they will save you money as when we put ours in we had just had the boiler replaced and the house was about 50% bigger than before so I dont have any real comparison to what had gone before - but it's hard to see how they won't save you money as the heating is only on when you're actually in the house (unless you set it to be otherwise) rather just blindly on for set periods each day.
But even just for convenience, ignoring any money saving, I would happily get the same again. I don't know about the other types (hive etc) that all seem to do the same/similar things but I went with nest and so far so good!

I have the Hive system, Screwfix were selling the older system off cheap about a year ago. I do not use the location system as I only work about 2 miles from home so by the time it turns the heating on I am home. I do use the smart phone system to set different temperatures throughout the day although I have not noticed any significant savings in the bill. It is however nice if you are upstairs I can just ask my Amazon Echo to up the temperature or give a boost for an hour or so.
A lot of the functionality (apart from geo-location) can be done with some of the programmable thermostats that let you specify different temperatures and times, but the Hive is much easier to program plus if I go away and forget to set the heating to a low level I can do it from anywhere - this should be balanced with the realisation I will probably never save what the system cost, but it is a nice toy at times.

Gas or oil I don't think it matters - the thermostat just tells "whatever" system is on the end of it to turn on or off depending on the actual temperature and setting.
The nest system can automatically recognise if your away from home or if no ones in and put the heating down low until you get back.

Enforcement will be part L of the building regs, as stated it will apply to new boilers fitted after it comes into effect, alltho I am fitting opentherm boilers as of the end of this month, the wireless stats intergrated into the boiler controls have actually been a good selling point
If you are prepared to spend a bit more money Honeywell Evohome is the next step up from Nest/Hive. Each radiator is/can be a separate zone all individually controlled. The system learns warm up times and adjusts start times. You can have every room at a different temp at any time of the day. All controllable from your phone too.
