that one looks like a farriers tool for taking off shoes and bending over the nails ect

that thing in the pic looks like a shoe cleaner for cleaning mud of the bottom of your shoes of coarse it looks adapted for another purpose

It's a clinch cutter, as already suggested it's a farrier's tool.
