I bought a second hand mig welder that works on a single phase 230 or a 400v line. It didn't came with a fan. I acquired the schematics and it taps on the neutral and 400v line. I measure the voltage and it gives me +- 400v ( I only have a single phase 230v). Which fan would I buy? A 400v 2 wire fan? Any reference on the fan. I'm restricted to 160mm max.

The 380/400v fan is wired across the 400v primary tappings of the auxiliary transformer. If the input voltage selector is set to 400v, the fan will run from that supply. If it is set to 230v, the "auto-transformer effect" in the primary of that transformer is used to step-up 230 to 400 volts.
I would not expect a 400v fan to be readily or cheaply available. If you plan to use the welder yourself and you only have a single-phase 230v electricity supply, fit a common 230v fan of the correct diameter and move the fan supply wire to the 230v tapping on the auxiliary transformer.

Is they a 24v ac fan ? Wondering if it would be better that way ?
