measuring pvc wiring sleeve sizing

seems im about to get into an argument with a seller about pvc sleeve

its the flexible stuff that pushes flat on the table , how would you expect say 10mm internal dia to measure up .5mm wall thickness?

16.2mm measured flat to the outside using simple maths.

Outside circumference = pi*d = pi*(10+.5+.5) = 34.6, squash flat = 17.3

That took me a moment or two to work out. Of course I shouldn't have included the 1mm as part of the circumference calculation, just added it at the end.
