I have pulled the generator out from retirement for a job im starting soon. It starts fine, runs perfect but only have 55v on the 110 socket and 94v at he 230 socket. It has a capacitor in the wiring, could this be faulty? Also there is no earth when putting my tester into it?

sounds like you could have a diode gone or it has become disconnected from the armature take the end of the alternator off and look inside there should be 2 diodes they could be in the centre or at the edge of the windings make sure both are present and connected, also they dont have an earth
As you are getting almost exactly half I would guess that it is a floating earth system & you are measuring it across one leg only IE Live to earth or Neutral to earth & not L to N.
Or as has been said a diode has failed.
I think your tester wont see an earth unless you have an earth rod fitted & the E & N are bonded together.
