Looking for fixings like chain ring bolts

Hi guys
Yet another fixings query.
I am looking for flush fitting bolts to connect some bits of steel strip.
well near flush fitting.
I have fitted squillions of chain rings to push bikes using these things.

Simple things to use. The bottom section pushes through a hole in the workpiece and the top one screws into that both have a small flange that stops them pulling through.
Is there anywhere I can buy them from in bulk? I am after bolting together strips 5mm thick using a lap joint. the bits need to be dismountable.
or is there anything else that would do the job. I dont want anything sticking out on the joints.

Countersink the top plate, tap the bottom plate and use countersunk allen bolts?

Counter sink and tap? That was my thought, but I dont fancy doing dozens of them.
Also the finished product would be being assembled by somebody else who is bound to be hamfisted.

Sounds like a carry on film but exactly what I want. Nice one.

I've used similar things for knife handles, they were called Loveless bolts or Corby bolts where you grind the head down after fitting.
