1.5" / 38.1mm tube with a 3mm wall is available from pretty much any stockholder. For off the shelf tube bends you'll struggle to find anything that isn't 1.5 or 2mm wall thickness though.
Pipe schedules are based around nominal bore so neither the OD or ID match the advertised size i.e. a 1.5" sch 10 pipe has an OD of 48.26mm and an ID of 42.7mm. Table covering pipe schedules here http://www.engineeringtoolbox.com/asme-steel-pipes-sizes-d_42.html
