That one wasnt insured although the workshop itself was covered by the house insurance. He then built another the same & its nearly finished.
But you are right. One reason why no insurance companies will even touch a builders risks policy today.
Got their fingers burnt too many times. I tried a few years ago to get builders risks on my vintage launch project. In the end it proved utterly impossible to get anything other than basic third party liability

Do they apply the "dump the burning load in the road to save the wagon" rule?.

That I don’t know but one of my BILs was a dustcart driver in Cambridge years ago when one of his crew said there is smoke coming out of the back to which he replied “ Just carry on with the round , it’ll smother the fire” On leaving the city center and driving to the tip there was flames coming out of the back but he carried on to the tip where he emptied the dustcart, on being asked why he didn’t stop when the flames were first seen his reply was “I didn’t want to stop near any houses” He was made out to be a hero but the truth was he wanted an early finish!
