LED security light fault

Hi,
Is it possible for a LED security light to draw power even if it is not working.? (Non illuminating)
we have a weird phantom power drain showing even with everything turned off in the house.!
The light stopped working after the storm.

well just disconect the live and neutral to it and you will find out

I had a LED floodlight stop working due to water leaking into it and the sparky who was changing it noticed it felt hot so he switched the power back on and stuck an amp meter on it and it was drawing about 4 times the power than it should draw when working normally.

Yes - absolutely. That said, the draw will be pretty minuscule even if it has a fault, I'd have thought.
