Mrfluffy, theoretically there is nothing to making a leaf spring. Get the right steel warm it up a little so you can bend it to the required shape. Then heat it up to about 700 degrees C (steel dependant) then quench out, to harden it. Then reheat to required temperature (this is very steel dependant but could be anywhere from 200 degrees C to 500 degrees C) hold at that temperature for 1 hour per 25mm thick, then allow to cool. That is of course assuming spring steel follows the same hardening and tempering process as carbon steels.
