Hi I'm just wondering if you could tell me if you think this is steel and if it would be better to weld via mig or gas? Hoping it'll be an easy fix for a friend :-)

My guess is monkey metal, the Japanese used to make motorbikes out of it, unrepairable, probably. Test it with a magnet.
is it a Keith Richards replica?

Why not try using a magnet? Its most likely pot metal though, and may be possible to repair using one of the various zinc solder products.
