Zzr’s probably on the money with what the hole is for. I bought a tin of jotting 90 from sml and it had the red ring on it just like that and that was just a regular paint lid under it. Mine didn’t have the hole thing.

I have tins with the plastic pouring thing and each has allowed paint to evaporate and thicken.
I'd suggest buying some normal tims and decant that, or if it fits, a normal metal paint tin lid.
Hb 989 epoxy primer is one of them, the hardener has thickened, perhaps it has gone off.
However whenit was new I worked out the density so I could measure it out on scales, so I will likely adjust with thinners until its the same value.
The bit in the middle is for adding tint.
Just leave it in place, take the red seal off and pry off the lid.
It will need a good mixing and a stirer in a drill works well.
As Kram says decanting into smaller tins is a good idea but don't overfill because you still need room for mixing.
If you are mixing small quantities, mixing by weight is a lot easier.
The red ring is just a posher version of the metal clips used to keep the lid on.
I used a knife and a hook type bottle opener to prise it off.
I daren't take lid off in the kitchen with SWMBO around.
