Is this grinding disc faulty

I don't use my angle grinder much and have just bought my first grinding disc to replace what came with the tool. The new disc has a paper coating on the grinding face which seems wrong to me. Is this normal?

The cave's locked up for the day and I'm not going out in the rain to check, but I think they're all like that.

Beside I went to Norbert2 Playpen and l looked at his grinding discs.

2 out of 7 had that paper coating on them.

jam it on and give it a wiz ,, if the paper does not come off , send it back

Thanks for all the replies. I thought it was meant to be on the label side for the printing to go on, and would smoke and make a mess if I used it. It's well stuck on.

I'll have to find some rough metal to prep the disc before I try the more delicate job I had lined up.

if you need more gentle ,, maybe a flap disc with finer grit , or the fine edge of a 1mm cutting disc may be the way to go ,,,, theres always a file.
