Is this engine set up wrong?

It's a Honda GX110, it runs but overly fast.

I would have thought the rusty lever at the front was to control the speed, but all it does it stretch the spring it's attached to. Moving the arm it's spring is attached to changes the speed, as it pushes something on the carb. I'm thinking there is a bar missing that connects the arm to the lever?

Is it off a generator in which case it could be set up to run at 3000 rpm?

It was a water pump, the impeller was missing so we just kept the engine.

It shows a governor gear and shaft and I suspect that is what goes to the throttle to keep the speed up once running.

are you running it it with the fan cover off?
because it is usually the fan pressure against a flap that controls the engine speed so no cover no direction for the air off the fan, so no governor.

Sorry thought it was a briggs
looked like the old briggs rope wrap crank pulley on my phone, it didnt open all the picture all I could see was mostly a pair of legs n feet, with the carb inlet on the top left and the writing at the bottom, for some reason the picture is massively long, and had to scroll for an age to the top to see the rest off it,
The internal governors fall apart on those, or some times the governor shaft sticks in the casting we have those on some of the small pumps and they do tend to stick because of the bad conditions on site.
