Sounds like a fault somewhere and undoing the stopcock lost the only earth you had!

We need photos of the meter / earthing to see if you're on a TT earthing system or not. If not then there could be a fault on the supply side of the meter.
If it's a lost neutral on a TN-CS / PME supply then it's very dangerous.
If you're on a TT earthing system (earth rods) then the water pipe may be giving you a better earth than the rod. Theres still a good chance of a fault somewhere, do you have any RCD's?
