As with anything, if you need a good service go to people who specialise in that; so domain registrars are not the best hosts. But if cost rules then fine, it'll do a job, but you do get what you pay for.
Unfortunately there's loads of low-quality cheap hosts who resell other's services, with dodgy service. Anyone can buy a reseller pack and call themselves a host. Easy enough to hunt the web for reviews, though takes a bit of time.
If you need something decent say for a small company website, there's good co's for small money. Inno Hosting, Softsys are two I've used for years which excellent service. Melbourne Hosting is another I use but might be on the pricier side. I used to run 2x small web design setups and do a fair bit of hosting. Having a bad host can be a proper pain in the chuff.
