input on bench grinder

Someone's selling this at the local online marketplace, not too far from me. Wants 70 euros though, I am thinking 50 max. What do you guys think of this machine, it's an old solid looking 3-phase machine. I don't have a bench grinder, I have made do with my 50x1050mm homemade belt sander. It does work well but I have often thought a grinder would be nice to have. I am wondering about those bands over the motor, from factory, or is something broken that was fixed?

As long s it's working I'd have a punt looks solid.
Motor straps look original.

50 sounds about rite. as said looks original. if the bearings are good it will run forever
