I wouldn't recommend it, balloon helium is mixed with a lot of compressed air so you don't asphixiate breathing it in...
Being heavier than air though, so some may remain in your lungs...
Low quality "Balloon gas" is cut with OFN and the air that's in there is whats just been in the a non vacuumed cylinder/hose when top filled, so its still an asphyxiant and can also damage your vocal chords if inhaled "for fun" often enough.
Some gas sold for the balloon market is actually technical helium which is purer and possibly presents even more of a risk.
As for argon; as above, people welding inside tanks or enclosed areas have died from breathing it in, simply don't inhale it or anything else "for a laugh"
(No gags about nitrous oxide now please!)
Those of you who have suffered the affects of minor exposure should consider an air fed mask or decent extractor unit imho.
