I HATE decorating advice please

Need to sort a ceiling in an old Victorian house. Nice and high.
I am scraping off old flaky stuff but most of ot is very well stuck.
I know paint no good as a filler.
What's the best way to make it look good no edges showing?
Or best way to strip it off plaster.?

Yep, that looks quite soft. Application of fresh paint will just cause more headache

its a pain in the ass isn't it the ceilings are crap in this bungalow as the joints above are very this and when I go in the attic the ceilings crack even thou I've put boards in the loft the only thing to do it lower the ceiling then it wouldn't matter going in the attic then for me but it is annoying mate chuffing ceilings

I'd board straight over it , tape & joint then paint.

Bit of a shame to board over a Victorian ceiling, though It'll be a pain to strip the paint. A paint scraper (one of those you pull and not push) won't damage the plaster. I've been using one of these to remove paint from plaster: https://www.amazon.co.uk/Bahco-Carbide-Edged-Paint-Scraper/dp/B000288LP6/

A wallpaper stripper will soften the paint so long as nobody has been horrid and used vinyl paint up there. There are some paint strippers designed for the job. Strippers of Sudbury have a good selection, and they are often used on detailed mouldings in cornices. Before anyone says - The company name refers to paint stripping and not the sort of stripper we aren't allowed to go and see any more Stripping is really messy so best avoided.

If you get it off nicely try clay paint. Normally single coat and lovely finish which is great for ceilings. Doesn't tend to flake off like that.

What is above the ceiling? (Bedroom? Loft being used for storage?)
The cracks in photo #1 say the ceiling is flexing - often due to slim old loft timbers. no easy fix. Scrim tape over the crack then replaster the whole ceiling, or overboard then skim. Any covings? Filler might look good but will soon crack again. Or just call them original and part of the character !
For the patches, remove loose stuff with a scraper, fill deep bits with multi finish plaster, use superfine filler for final finish. Sand highspots.
I do a fair bit of plastering and ceilings are not easy! Not a job to try if you've not done much before.
Is it original lath & plaster? Beware - evey bit you do shakes the next bit loose ( I ended up replastering a 12x22ft wall to fix what started as a 3x3 hole from a rewire!)

I would never attempt plastering!
Or plasterboard.
I just bought one of these from screwfix. Not perfect but a million times better.
Long handle is a hindrance though!

Meh. Try the pull scrapers me and @malcom linked. (Find the bacho uncomfortable myself)
Push scrapers dig in and leave a lot of work making good
