Hi,
we used to revive them with a 1.5v D-cell connected in reverse polarity for a few seconds...
measure the voltage on the nicad and see it's less that 0.1v..
reverse connect the D-cell (neg to pos, pos to neg) and count to five...
forward connect the D-cell (pos to pos, etc) and count to five...
check the nicad voltage. anything like 1.1v and it's OK to charge and use.
You know it's doing something when the D-cell starts getting warm after half-a-dozen nicads.

Funnily enough, I did quite a bit of rummaging on the net about this a few months ago and found all sorts of conflicting info. I tried it on a couple of defunct batteries and it worked with limited succes. From my limited attempts it didn't seem to get the batteries back to their 'pre-knackered' state although there was an improvement. I was probably doing it wrong.
