How to remove this from Rapidor Power Hacksaw?

I mean this thing, not sure what's it's called:

The red cap looking thing that seems to keep the spring in place.

I had a look and there is a silver round thing, in the middle of the cap with a hole in.

Not a clue how to remove it to be honest.

I want to get the whole spring and pulley off.
